Strategic Dialogue
In each state we began with a strategic dialogue bringing together selected political, civic and business leaders, creating several scenarios for reform they would be prepared to support. Strategic Dialogue is a specialized format that enables participants to work through the consequences of one or more critical changes they face and develop an agenda for action. It is especially powerful in dealing with changes outside the comfort zone — changes that challenge normal ways of operating, basic assumptions or culture. In these sessions participants identified key trends shaping the health care situation both nationally and locally along with key certainties and uncertainties that will shape the future. They developed different scenarios for the future of health care in the state and thought through the role of employers, government and individuals in each, creating several scenarios for reform that can be tested with the public in the next phase.
